缓冲，还是阻碍？--社会转型期中国中等收入阶层与社会稳定关系之探析

中等收入阶层的稳定器观点始于20世纪初的德国。但是,在社会转型期的中国,中等收入阶层能否发挥社会稳定器作用,取决于中国的具体国情和政策制定时的倾斜度。如果政府在制定政策时,对中等收入阶层有所侧重,鼓励其发展壮大,维护其阶层利益,这一阶层就能够成为维护社会稳定的重要力量;反之,如果随着经济增长,中等收入阶层的利益持续受损,其阶层利益无法寻求合理的表达渠道,那么他们就会要求社会变革,如果寻求不到社会变革的良性途径,就很有可能引发社会动荡,成为影响和阻碍社会稳定的主要力量。

Buffer,or Impediment： the Relationship between Middle-income Class and Social Stability in Social Transformation of China

The concept of stabilizer among middle-income class originated from Germany in the early 20th century. However, the role of social stabilizer among middle-income class depends on the specific condition of our country and the policy we made in social transformation of China. The middle-income class can become an important force in maintaining social stability if they are emphasized particularly and their interests safeguarded. Otherwise, the middleincome class will demand for social revolution if their interests had been suffered and cannot get their own benefit. And, if they cannot find a benign way to revolution, they will become a key force to affect and hinder social stability.
