| 摘 要： | 协商民主可以说是对西方传统民主模式的反思和修正.协商民主的当代复兴有着深刻的社会背景和超越既有政治模式的意义及多维价值.政治平等、能力平等和社会自由仅仅是协商民主论者站在西方现实民主的基础上,从公民个体进入协商的视角得出的协商得以有效进行并取得实质性结果的必不可少的前提.而在根本意义上,有效运行的宪政和积极负责的公民社会才是协商民主的政治基础(制度性保障)和社会条件(社会支撑).中西协商民主发展的不同理路决定了中国协商民主的进路只能是:通过社会主义宪政建设和协作型公民社会的培育不断夯实民主基础,为协商民主的发展拓展新领域,创建新形式.

| Abstract: | As the amendment of the traditional Western democracy,the contemporary rejuvenation of deliberative democracy has a profound social background and multidimensional values.In Individual's perspective the basis of deliberative democracy are Political equality,ability equality and social freedom,but in essence deliberative democracy functions on the base of effective constitutional system and responsible civic society.Since Chinese and Western democracy developed in different order,China's access to deliberative democracy should be promoted by means of constructing socialist constitutional,cultivating collaborative civic society,constantly consolidating the foundations of democracy,exploring new areas and creating new forms for deliberative democracy. |
