中美气候合作的信任缺失与合作困境

作为温室气体排放大国和能源消耗大国,中美在应对气候变化的国际努力中起到关键性作用,但信任缺失成为两国合作的主要障碍。中国全球最大二氧化碳排放国与能源消耗国的身份、不合理的能源结构以及严重的环境污染问题构成美国对华信任缺失的现实基础。由此引发两国在气候领域里的合作困境,即双方对"零和"博弈的担忧、气候责任分配争端与"近视眼"现象等。然而,中美建立互信、破除困境,携手合作仍是可行之路。

Loss of Trust and Collaboration Difficulties in Sino-US Cooperation against Climate Change

As two largest CO2 emitters and energy consumers in the world,China and America play a key role in the efforts against climate change.However,cooperation regarding climate between the two countries has not been carried out in an overall and effective way.Loss of trust is the main reason,which leads to difficulties in cooperation.Specifically speaking,as the No.1 CO2 emitter and largest energy consumer in the world,China’s energy structure and domestic environmental situation are the realistic basis for US distrust of China.Therefore,dilemma in cooperation on climate change emerges,such as worries about zero sum gaming,disputes on emission reduction duties and short-sighted phenomenon etc.As the emission reduction and limitation policies implemented by both countries,there will be a plausible way to establish trust,break dilemma and realize cooperation.
