政府与利益集团的纠葛——对布坎南经典著作《成本与选择》的研读

任何东西的获取都必须付出相应的成本。任何抉择,都有一个权衡利弊的时刻,机会成本是人们选择的替代性考虑。政治是一个共同体面对一系列重大问题并在互相冲突的价值上进行选择的过程。改革是执政党的生命,中国共产党必须通过设计改革和推进改革实现长期执政。一般而言,利益集团可以分成三种,相应地发挥着稳压机、搅拌机和粉碎机的相应功能。为此,为推进改革就必须对不同利益集团要采取相应不同对策,在法治框架下,把各种利益集团纳入秩序轨道内,健全利益集团之间正常博弈机制,力促最后决策在动态中接近社会整体福利最大化,深化公民政治参与,积极构建社会主义和谐社会。

Cost and Choice： Tangle between the Government and the Interest Group

Everything is obtained by paying the corresponding cost.We should weigh the advantages and disadvantages for every decision.Opportunity cost becomes people’s alternative consideration in making choices.Politics is a selective process in the face of a series of major conflicting problems.Reform is the life of the ruling party.The Communist Party of China should achieve long-term ruling by designing reform and advancing reform.In general,interest groups may be divided into three types,each functioning as a voltage stabilizer,mixer or disintegrator.So,we should take corresponding measures for different interest groups and integration various interest groups into the orbit,urge the final decision in the dynamic approach to the whole social welfare maximization,make citizens participate more in politics,so as to actively build a socialist harmonious society.
