| 摘 要： | 构建和谐社会,是我们党提出的一个新的执政理念,体现了现代化建设追求价值多样性、长期性与整体性,工具理性和价值理性,效率与公平兼顾,合规律性与合目的性相统一的价值旨归。而政府是使和谐社会这些价值理念得以实现的首要承担者和中坚力量,在当前和今后一个时期,它应该从三个治理维度来实现这一目标,即:控制政治冲突,实施政治整合;正确行使公共权力,巩固行政合法性;以生态、科学、亲民的态度构建政治均衡体系。

| Abstract: | The plan to construct a harmonious society is a new reign idea of CCP which aims at balancing the value between value diversity,long-term nature and entirety;instrument reason and value reason;efficiency and justice;in accord with rule and in accord with goal.In order to realize this kind of idea totally,the government should take the main responsibilities to carry out three governing dimension for a long time.It includes to controling political confliction,implementing political integration;useing public power justly,strengthening administrative legitimacy;and constructing the balance political system with ecological,scientific,and "people first" attitude. |
