规模经营背景下基层农技服务“垒大户”现象分析

基于皖南H镇的经验，探讨了基层农技服务“垒大户”现象及其生成逻辑。研究表明，近年来随着地方政府推动规模经营的发展，基层农技部门在服务对象、服务渠道和服务项目上都主要倾斜于新兴的规模经营主体，而不断弱化对广大小规模农户的服务，使其在农技服务中逐渐被边缘化。这一现象的产生是地方政府、基层农技部门和规模经营主体分别基于政治逻辑、行政逻辑和逐利逻辑共同推动的结果。在广大小规模农户仍然构成我国农业经营主体基本面的前提下，基层农技服务“垒大户”亟待纠正。为此，需要从农业发展观、农技服务定位和小规模农户组织建设等方面入手加以解决。

Study on Tilting Massive Production Operators in Grass-roots Agricultural Technology Service Under Background of Scale Operation

Based on the experience of H Town in south Anhui province, this paper explores the performance and reason of tilting massive production operators in the grass-roots agricultural technology service. The study finds that with the local government promoting the development of the scale operation in recent years, the grass-roots agricultural technology service sectors mainly tilted the massive production operators in the service objects, service channels and service items. This leads to weakening the services for the majority of small production operators. So the small production operators are being marginalized in the grass-roots agricultural technology service. This phenomenon is the result promoted by the local government, the grass-roots agricultural technology service sectors and the massive production operators. They are based on the political logic, administrative logic and profit logic. Under the premise of the small production still constituting the fundamentals of China''s agriculture production, the grass-roots agricultural technology service tilting the massive production operators is urgently to be corrected. To do this, we need to start from the aspect of agricultural development, the position of agricultural technology service and the organizational building of small production operators.
