深化集体林权制度改革的成效、问题与建议

深化集体林权制度改革的有效开展对于推进林业经济发展和生态文明建设具有重要意义。通过对湖北、安徽、河南3省4县市的深化集体林权制度改革情况进行调研，深感改革已取得积极成效，但在实践中也面临诸多问题。当前，需通过扩大公益林林权改革试点，逐步修订相关法律法规；完善林权登记制度，推进担保体系建设；加强和优化公共财政投入，鼓励社会力量参与；坚持社会公平正义，完善林权纠纷解决机制等措施来持续深化集体林权制度改革。

Effects, Problems and Suggestions After Deepening Reform of Collective Forest Property Right System

Deepening the reform of collective forest property right system has great significance in promoting the development of forestry economy and the construction of ecological civilization. According to the researches on the deepening the reform of collective forest property right system in four counties (cities) of three provinces: Hubei, Anhui and Henan, it has been found that the reform has obtained some positive results, but at the same time some problems also exist in practice. At present, the following measures should be taken to continue deepening the reform of collective forest property right system: expanding experimental reform of non-commercial forest system and gradually revising relevant laws and regulations; improving registration system of forest right and promoting the construction of guarantee system; strengthening and optimizing the public financial investment and encouraging social forces to participate; adhering to social fairness and justice and improving the resolution mechanism of conflict of forest rights.
