政策落地：探索村民自治基本单元的现实因素

自治基本单元的有效性决定了村民自治的有效实现。以“政策落地”为现实因素探索村民自治的基本单元要考虑“政策距离”和“政策参与”两个变量。政策距离农民越近，政策参与性越高，越有利于政策进村入户，也越有利于形成自治的基本单元。将自治的基本单元放在真正的政策落地之“地”，便于自治的有效开展，也便于政策落地运行。

Policy Implementation: Exploration on Realizing Factors of Basic Unit of Villager Autonomy

This paper argues that effective realization of villager autonomy relies on the effectiveness of its basic unit. There has strong realistic foundation to explore the basic unit of autonomy with the way of policy implementation. The nearer the policy to the farmers, the more farmers will participate in the policy, the more conducive for policy going to village and households, and the more conducive to form the basic unit of villager autonomy. In fact, to put the basic unit of villager autonomy on the real land for policy implementation will benefit the effective realization of villager autonomy, and will also be helpful to policy implementation.
