| 摘 要： | 作为环境政策中经济手段之一的排污权交易制度,能够有效地降低环境负荷,达到保全环境之目的。为改善环境污染问题,建立和完善我国的排污权交易制度已成为当务之急。分析了美国排污权交易的实践经验,以期对我国排污权交易制度的建立起到借鉴意义和创新导向作用。
