| 摘 要： | 为了适应社会和公民的需要,政府必然由管制型向服务型转变,而以创新理念建设服务型政府,则是时代发展的客观需要。文中对服务型政府进行了界定并分析了其优越性;提出了建设服务型政府的必要性和以创新的理念建设服务型政府的具体措施。
