政府对义务教育的投资行为及其影响

义务教育是公共品 ,应由政府投资 ,但长期以来政府对义务教育投资严重不足。这与政府对义务教育的投资行为密切相关。政府对义务教育投资的等价行为、投机行为和增级减效现象直接或间接地影响着我国义务教育的发展。因此 ,需要建立一套合理、规范的投资制度来约束和激励三级政府对义务教育的投资行为。

The Goverments'' Investment Behavior to Compulsory Education and Its Affect

Compulsory education,as a public product,should have been invested by the government. However, for a long time, there is a severe lack of government investment to compulsory education. This has been closely related to the government investing behavior to compulsory education. To compulsory education, the governments investing behavior, including that for equivalence, that of speculation, and the phenomenon of ineffectiveness from seeking higher level, directly or indirectly affects the development of compulsory education in our country. Therefore, it is necessary for us to establish a reasonable and normative system for investment to compulsory education and to encourage and control the investing behavior to compulsory education by governments in three levels.
