| 摘 要： | 1980年邓小平关于<党和国家领导制度改革>的重要讲话,剖析了党的一元化领导方式的严重弊端,为党的十三大启动以党政分开改革为主要目标的政治体制改革提供了理论依据;20世纪80年代末由于国内外政治生态骤变,政治体制改革思路进行调整,加强党的全面领导与完善基本政治制度成为改革主要目标.进入新世纪,中国共产党以科学发展观引领,从社会主义民主政治建设高度审视党和国家领导制度改革,将党的领导方式和执政方式完善作为改革基本方向.中国政治体制改革30年来,尽管改革路径与阶段目标不断调适,但改革从未停止过.
