| 摘 要： | 完善生态补偿机制,已经成为解决生态环境问题的核心.如何在西部大开发战略的实施过程中,处理好资源开发、经济建设与生态环境保护的关系?本文以内蒙古巴彦淖尔市为例,分析研究了我国西部地区生态环境状况、生态建设中生态补偿机制存在的问题,并对进一步完善生态补偿机制进行了思考和研究.

| Abstract: | To perfect the system of ecological indemnity has become the kernel of a solution to the problem on ecological environment.How can we deal with the relationship among the exploitation of resources,economy construction and the protection of ecological environment in the process of exploit- ing the west of China.Take for example,Bayannaoer in Inner Mongolia.In this paper,the authors ana- lyze and research the condition of ecological environment and the problems existing in the system of ecological indemnity in the process of ecological construction in the west of China.And the authors also think about and study how to perfect the system of ecological indemnity. |
