| 摘 要： | 长期以来,行政相对人在行政规范性文件中是否存在实体利益是一个有争议的问题。本文通过对此种利益存在进行论证,分析了当事人在行政规范性文件中利益的性质,即信赖利益。从而初步构建合理的信赖利益保护制度。

| Abstract: | For a long time,whether there exists substance interests of man in administrative formal document has been a controversial issue.Through the explanation of the interests existence,the paper demonstrates the nature of such interests in administrative formal document,i.e.the trust interests.The reasonable trust interests protection system is thus preliminarily constructed. |
