The reformation of the market economy system has greatly changed the status and the economic position of the staff and workers in the state owned enterprises. subsequently it makes a confusion and perplexity on understanding the staff and workers' legal master status. To understand the problem correctly, consideration must be given to legal right frame of the economic system, including property right, management right and distribution right. In order to reconstruct the legal master status of the staff and workers in the state owned enterprises, the idea on legal right should be changed to conform to the market economy.
