农民工培训的原则及路径探索——基于长三角地区农民工的调查分析

本文在调查数据分析的基础上发现了经济发达的长三角地区的农民工培训和其他经济欠发达地区的农民工一样遭遇农民工具有多样性、人力资本低下、工作负荷重无暇休闲以及外出务工前鲜少接受技能培训、技能水平落后、自发性外出务工的特点,这五方面特点也是农民工培训工作的困境和着力点.笔者根据农民工培训面临的困境提出了破解困境需要遵循以职业学校为培训主体原则、输入地培训为主原则,对农民工进行补偿教育原则、人格平等原则以及劳动力遵循就业机会原则、在岗培训和离岗培训相结合的原则,进而提出了破解农民工培训问题困境在转换培训观念以及培训内容、培训方式、培训主体联合的四方面发展路向.

Aim to Train the Rural Surplus Labor——An Analysis Based on Investigation of farmer-workers in Changjiang Economic District

Based on statistics from our investigation,this article looks into the level of education the rural surplus labor got,their leisure time and their present training condition.We consider that the peculiarity of the rural surplus labor what we see from the statistics from investigation had counteracted the development of the rural surplus labor.We put forward that we must conform to six principles on training rural surplus labor and four favorable measures for the training.
