| 摘 要： | 大量的突发事件应急处置实践证明,在应急管理中,新闻媒体扮演着极其重要的角色,具有举足轻重的作用。在处置突发事件过程中,政府与新闻媒体的关系既有管理成分又有博弈成分,这种关系在两者之间造成了一定的互耗,影响了对突发事件的处置。因此,必须研究两者的立场和地位演变,探讨建立政府与媒体的积极合作关系,以实现对突发事件的有效处置。
