| 摘 要： | 江都市农村基层计划生育综合改革面临的主要难点是:工作基础薄弱、经费投入不足、税费改革中的减员、改制企业的计划生育管理、流动人口的管理。针对这五大难点,提出了分类指导、多渠道筹措资金、建立企业法人责任制等五条建议。

| Abstract: | The grass - root family planning reform in Jiangdu rural areas faces the following problems: weak working foundation, insufficient financial investment, member depletion caused by the fee - to - tax reform as well as the management of floating population in the stripped - down enterprises. With regard to these problems, five recommendations are brought out, including different level guidance, multi - channels financing, and establishing legal person responsibility system, etc. |
