社会主义新农村建设的指标体系及其监测评价

建设社会主义新农村的主要构成要素可分为环境要素、基础要素和效果因素;围绕这三方面要素,运用定性分析与定量判断相结合的方法,建立了由25个指标构成的"县级"建设社会主义新农村评价指标体系;提出以全面小康社会和基本现代化标准以及"中上等收入国家"的有关数据为参照来确定社会主义新农村的标准并运用AHP法确定指标权重、运用模糊隶属度函数方法进行无量纲化处理、通过建立线性加权和函数模型对新农村建设进程进行监测评价的基本思路.

Index System and Monitoring Evaluation of the Building of New Socialist Countryside

The main components of building the new socialist countryside include: environmental factors,basic factors and effect factors.According to these three factors,qualitative analysis and quantitative judgment are combined in order to build the so-called "county-level" evaluation index system consisting 25 indexes of building the new countryside of socialism.This paper puts forward the standard of the new countrysides of socialism based on the standard of the all-round well-off society and basic modernization as well as on the relevant data of "middle or high income countries".APH approach is adopted to make sure the weight of the index and method for membership function is used to undertake the disposal of non-dimensional parameter.Besides,the basic idea which is used to monitor and evaluate the process of building the new countrysides is proposed through the establishment of liner weight evaluation and function model.
