新农村建设中村官腐败治理机制构建

当前村官腐败现象大量存在，已成为社会主义新农村建设的一大障碍。出现村官腐败现象的原因，从农村外部层面看，主要在于法制不健全、上级党委政府教育监管不力；从农村内部层面看，主要在于农村民主选举不全面、民主管理不完善、民主决策不科学、民主监督不到位。要有效预防村官腐败的发生，必须建立灵活多样、规范有效的教育机制；完善民主公开、竞争择优的选举机制；改进反映民意、集中民智的决策机制；完善程序严密、运行规范的管理机制；创新民主公开、制约有效的监督机制；强化依法治村、高效严厉的惩处机制。
