发达国家医疗照护与长期照护资源分割的原因分析及其启示

发达国家为了整合长期照护资源与医疗照护资源,出台了长期照护制度,但是由于筹资体系的分割、医疗照护和长期照护定义的复杂性、医疗照护和社会照护中所强调的不同的原则以及价值观、医疗工作者与社会工作者之间的隔阂等原因,医疗照护和长期照护资源之间很难被整合。因此各国出台了各种措施对资源进行整合,包括长期照护供给者之间的整合、加强医疗人员与社会照护工作人员之间的合作、采用一站式服务、实行跨学科的评估方式、整合住房与照护资源。我国目前已经是一个未富先老的国家,发达国家在实施长期照护制度过程中整合资源的措施对我国无疑有很强的借鉴作用。 

Reason Analysis and Development Trend of Division between Medical and Long-term Care Resources in Developed Countries

Long-term care institution has been issued in developed countries in order to integrate the long-term care resources and medical care resources.But because of the separation of fundraising between long-term care and medical care,complexity of the definitions,it is very hard to integrate resources.Therefore,many measures have been adopted to integrate the resources,including the integration among providers of long-term care,strengthening cooperation between doctors and social workers,one-stop service,multi-disciplined assessment method,integrating housing resources and care resources.As a poor country with the prospect of growing old,China should draw experiences from integration measures and policies adopted by developed countries.
