城管执法行政调查研究——以北京城管执法行政调查为视角

行政调查是行政机关获取信息、取得证据并据此作出行政决定的基本环节。城管执法调查作为行政调查的一个种类，是城管执法机关履行法定职责的必要手段和作出行政决定的重要环节，但目前学界对城管执法机关行政调查制度研究严重缺失。本文从城管执法行政调查的主体、启动程序、行政调查的步骤和具体措施等四个方面进行了分析、探讨和总结，以期能对城管执法行政调查制度的进一步完善起到积极作用。 

Research on the Administrative Investigation of the Urban Management --Viewing from Beijing Administrative Investigation of Urban Management

The administrative investigation is the basis for administrative department to achieve information and proofs,and on which to make administrative decisions.As a sort of administrative investigation,the urban management enforcing investigation is the necessary measure for the urban management enforcing department to fulfill duty and plays an important role in making administrative decisions,however,nowadays the academia seriously lacks of the research in the urban management enforcing investigation system.This thesis analyses in the main body,initiation program,administrative investigation and measure,hoping to improve the administrative investigation system of the urban management enforcement.
