发展战略、转型升级与“长三角”转变服务业发展方式

经济转型升级与在国家层面上的发展战略特征以及由此决定的体制机制有直接的关系。只有把以学习和模仿为主的后发优势战略转型为以创新驱动为主的先发战略,才能有效地带动经济转型升级,避免使发展过程进入中等收入陷阱,才能成功地进行发展动力源的切换。长三角地区实施创新驱动发展战略,从产业角度看,就是要集中资源,重点发展代表国家竞争力和话语权的现代服务业和战略性新兴产业,攀升全球价值链的高端,争当价值链的链主。又好又快地发展现代服务业,加快构建以服务经济为主的现代产业体系,是推动经济转型升级的最重要的战略举措。在推进经济转型升级的过程中,首先启动现代服务业的发展,就等于抓住了经济转型升级的牛鼻子。在目前长三角地区服务业存在投入相对不足、进入的行政壁垒较高、全球化发展程度不够的条件下,率先转变服务业发展方式,就是要像过去抓工业化一样抓服务业发展,就是要在信息技术支撑下以全球化视野发展现代服务业,就是要在扩大内需中内生地发展现代服务业,就是要利用制造业与服务业的关联效应和庞大的市场需求协调地发展服务业。
