论中国和平发展的国际环境与外交选择

以美国为首的西方国家主导国际社会、世界经济全球化和地区经济一体化加速发展、国际政治问题社会化和国际社会问题政治化、权力政治和权利政治共存竞争是中国和平发展的基本国际环境。这种国际环境要求中国的外交必须从外交取向、目标、原则、策略、心态、身份、重点、难点等诸方面，着力处理好与大国和周边国家的关系，尤其是中关两国之间的崛起和反崛起问题。只有这样，才能实现中国和平发展与国际环境改善的良性互动。

The International Environment for Peaceful Development V.S China's Diplomacy

China＇s peaceful development faces an international environment which include the following components： the supremacy of western countries led by America in international community; economy globalization and accelerated integration of regional economy; socialized political issues and politicized social affairs; the co-existence and competition between power politics and right politics. Such environment urges China to concern more about its diplomatic orientation, goals, principles, strategies, attitudes, status and special difficulties when dealing with the relations with developed countries as well as the neighboring countries, especially issues like China＂s booming and America＇s suppression. Only in this way, China＇s peaceful development and positive interactions among countries can be realized.
