| 摘 要： | 赫德很欣赏琅威理的才干，极力向英国外交部、海军部说明，为了英国在华的巨大利益，将琅威理推荐给李鸿章，担任了北洋舰队的总查，期望琅威理能像他控制中国海关一样控制中国海军。琅威理工作相当出色，但他在李鸿章未能满足他指挥实权之际愤而辞职，使赫德大为失望。

| Abstract: | Robert Hart recognized William M. Lang＇s ability and made it clear to the British Foreign Ministry and navy that Lang be recommended to Li Hongzhang for the sake of the British interests in China. Lang became the chief-Inspector of the Northern Naval Squadron and was expected to control the Chinese navy. He worked exceedingly well, but he quitted indignantly when Li Hongzhang did not meet his demand for power as a commander, which disappointed Hart. |
