关于我国资产管理公司若干问题的思考

我国现有的四家资产管理公司是为化解四大国有商业银行的巨额不良资产而成立的,但是它们运作的内在机制与外部环境都存在不少问题。目前,我们应采取信托方式解决其收购资金不足的问题,建立起各部利益主体的内在约束机制来杜绝道德风险的产生;为资产管理公司创造良好的法律环境及立法支持,并大力发展资本市场和中介机构,以保证资产管理公司的高效运作。

Thoughts on Some Problems of Our Asset Management Corpo rations

Our existing four asset management corporations(AMCs) have been built up to dissolve the large amount of non-performing loans of four state-operated commercial banks, but there are still many problems unsolved about their internal systems and external environments. At present, a system same as the "Trust Fund" can be used to help to find enough funds for AMCs, and an internal restraining system of subjects of interest should be established to wall up moral hazards. Meanwhile, good legal environment should be created and the capital market and intermediary institutions be developed vigorously to ensure efficient operation of the AMCs.
