论资产建设视角下农村社会救助制度的完善

文章从分析我国农村社会救助制度的现状和问题入手，认为我国农村减贫速度依然缓慢的原因之一在于忽视了贫困人群的发展需求。其次，通过对资产建设理论的研究，将这一社会政策新理念与中国农村社会救助联系起来，提出了两种典型的以资产为基础的社会救助方式：小额信贷和个人发展账户。最后得出结论：将资产建设理论应用于农村社会救助能够产生重要的意义并推动农村社会救助制度的完善。
