论经营政府

中国加入世贸组织后面临的挑战很多,首当其冲的是政府主体的行政行为模式和人们的思想观念。虽然政府将会逐步规范成为一个行政主体而不是经济主体,但其改革的方向与企业的经营方式有许多相似之处。本文借鉴企业的经营管理思想,对政府的改革提出一些见解。

On Managing Government

After China's entry into the World Trade Organization (WTO), it faces many challenges. Among all these challenges, the first ones are the government's administrative behavior pattern, as well as normal people's thoughts and ideas. Although government will be gradually standardized into an administrative entity instead of economic entity, its reformed administration should be similar to the management of enterprises. The writer tries to borrow the spirit of enterprises' management and administration to analyze issues involving governmental restructuring.
