| 摘 要： | 徐世昌主持东北军事事宜两年间,采取了组建新式编制军队、建立近代军事人才培养体系、加强边务巩固国防等一系列措施,对三省军事进行了全面改革。凡所举措,虽然推动了东北近代军事和教育的发展,且在一定程度上扼制了日俄的侵略,但是无法从根本上扭转东北地区军事上的被动局面。

| Abstract: | In 1907, Xu Shichang was appointed the governor- general in the Northeast District and managed military reform matters. In the middle of the two - year period, he introduced a series of measures： setting up new style army, establishment modem military talented person raising system, strengthening serving the national defense and so on. He carried on the comprehensive reform to three provinces military. Every action, although impelled the northeast modem times military and the education development, also has restrained Japan and Russia＇s aggression in the certain degree, but is unable fundamentally tore verse military the passive aspect in the northeast area. |
