| 摘 要： | 开放性是科学发展的必备品质，社会主义法治理念不是一个孤立存在、也不是一个封闭和静止的思想体系，它的形成、发展与实践都具有充分的开放性。只有具有广泛吸收、兼收并蓄和与时俱进的特性，社会主义法治理念才能够始终指导中国的法治实践，始终保持旺盛的生命力。开放性本身具备一些品质：海纳百川、超越有限、面向未来和改革创新，还具有特殊国情下的时代要求即三反——反全盘西化、反全盘本土化和反模糊性。
