简论行政垄断的行政规制

行政垄断从根本上伤害了经济可持续发展能力,动摇和谐社会的经济基础,把破除行政垄断提高到关系国家经济安全的高度并不过分。反行政垄断必须成为政府着力解决的重要任务。行政垄断的根源在于政府权力的失控,反行政垄断必须首先规制政府行为。为破除行政垄断,建议针对垄断企业采取会计、审计监督社会化、公开化,实现垄断企业工资核算的社会平均化和垄断利润社会化等措施。

ON THE ADMINISTRATIVE REGULATION OF ADMINISTRATIVE MONOPOLY

Administrative monopoly fundamentally does harm to the sustainable development of economy and shakes the economic foundation of harmonious society.It does not go too far doing away with the administrative monopoly which concerns the country＇s economic security.Anti-monopoly must be an important task undertaken by the government.This article holds that it is the out of control of the government rights that is the source of the administrative monopoly.Regulating the government＇s action should be the first concern of anti-administrative monopoly.In order to get rid of administrative monopoly,it＇s advised that measures be taken such as socializing accounting and auditing supervision,making known to the public their results,averaging the wage and salaries of monopoly enterprises and dismissing monopoly profits to the social welfare.
