| 摘 要： | 当前，平安建设还存在很多制约因素和困难，具体包括由于社会发展、社会转型带来的不利影响和政策制度滞后及工作层面产生的问题。文章立足首都实际提出了试点改革城乡二元管理体制推进城乡一体化建设、完善党委领导的社会治理结构、加快社会政策体系建设、完善社会力量动员体系、夯实基层基础、实施实有人口管理改革以及其他具体深化平安建设拳措等对策建议。
