摘    要:中国围绕温室气体排放的具体工作已经逐步向区域行动及决策管理关联研究转变。区域温室气体管理信息系统以有效提升区域应对气候变化的管理手段为基础,以地理信息系统为数据平台,以管理信息系统为设计模型,根据C/S模式设计体系结构。该系统分为区域管理中心、一级数据中心和二级数据中心三个层次。根据数据形式及存储位置,系统可分为文件管理、数据管理、项目管理三个模块,数据的加工处理过程分为地图管理、检索方式、分析模拟三个模块。系统具有访问控制功能、统计报表功能、分析预测功能和决策支持功能,使地方政府可以获得应对气候变化的辅助决策服务,合理分配减排计划。

Abstract:China's concrete work towards greenhouse gas emission has gradually transformed from the pre- vious method of both mechanism of natural science and study of calculation method of emission inventories to regional initiatives and study of decision management association. The regional greenhouse gas management in- formation system uses the management tool that enhances regional response to climate change as basic stand- point, uses geographic information system as design model and design the architecture based on C/S model. This system includes three levels: regional management center, primary data center and secondary data center. According to data format and storage location, the system can be divided into three modules which include file management, data management and project management. The procedure of data processing also has three mod- ules: map management, retrieval model and analysis mode. This system has access control function, statistical reporting function, analysis and forecasting function and decision supporting function, which could help the lo- cal government acquire auxiliary decision service to respond to the climate change and allocate emissions reduc- tion plan reasonably.
