对西藏地区自然资源经济价值的成本收益分析——兼论西藏地区文化产业的发展

判定一个地区自然资源比较优势的标准不是资源的绝对或相对拥有量,而是资源经济价值的大小。自然资源的经济价值是通过开采、使用自然资源所付出的成本和所带来的收益来衡量的。受种种因素的制约,西藏自然资源的开发成本居高不下,而收益则难以提高。开发文化资源,发展文化产业有利于降低成本,提高收益,因此文化产业应是西藏产业规划中给予高度重视的产业。

Analysis on Cost Benefit of Natural Resources' Economic Value in Tibet

It is not absolute or relative possessing of resource but its economic value that determines the standard of natural resource's relative advantage in a certain region. The economic value of natural resources measured by the cost and benefit of exploring and using them. For the restriction of many factors, the ex-ploring cost of Tibetan natural resources keeps always high while the benefit is hard to rise. Cultivating nat-ural resources and developing cultural industry helps to reduce the cost and raise the benefit, so cultural in-dustry should be attached importance to in Tibetan industry program.
