| Abstract: | In the 16th Party Congress of the CPC, Jiang Zemin solemnly pointed out that at the turn of the century China entered a historic period of buildng a well-off society. Because of the concrete conditions of the early stage of socialism, the task of building a well-off society is feasible but very difficult and the process will be multi-leveled. |
