探讨公务员制度的代表性

摘    要:公务员制度是官吏制度发展的必然结果,而官吏制度的发展史也是一部其代表性不断扩展的历史。西方国家现代公务员制度的代表是基于公务员的"政治中立"原则之上的,虽然在谋求公务员制度的代表性方面作出了大量努力,但是,它追求的只是形式上的代表性。有中国特色的公务员制度所要实现的是实质性的代表性,它以为人民服务为宗旨,坚持公共利益取向,注重提高公务员个人的思想素质和道德水平,以保证最大可能地代表最广大人民群众的利益。

Abstract:The public servants institution results from government officials' institution, which has also been an extensive history of representativeness. The representativeness of public servants institution in modern Western nations bases on principle of Political Neutrality, Which although has been mading great efforts in representativeness of public servants institution, what it pursues is just the form of representativeness. What the public servents institution with Chinese characteristics will realize is substantial representativeness, which takes serving people as purpose, insists on the direction of public interests, pays attentions to public servants' level and quality of ideology so that it will represent the interests of most people most probably.
