论公共管理与政府的经济行为

公共管理是政府制定公共政策,并与其它公共组织一起提供公共产品和服务,处理公共事务的开放式的管理活动,是行政管理在新的历史条件下的发展与完善。应按理论必要性与现实可能性相结合、管理目标与管理效率兼顾的原则界定政府公共管理职能,设计公共管理模式。当前我国政府公共管理改革应重点解决:(1)按照社会主义市场经济体制对公共管理的需求及其变化界定公共管理的职能。(2)按照需要和可能,循序推进政府公共政策化和公共管理社会化。(3)克服政府的非理性行为,缩小公共政策等领域政府目标与社会公共价值取向的偏差。(4)顺应政府职能市场化的趋势,运用市场机制提高政府公共产品和服务的有效供给能力与水平。(5)将当代工商管理领域所发展起来的管理经验、原则、方法和技术应用于政府公共管理,并树立公共管理的成本核算和市场服务意识。

On public management and economic behavior of government

Based on the essence of public management, the article points out that the public management function of government should be demarcated and public management pattern should be designed according to the principle of combining theoretic necessity with actual possibility and matching management objective with efficiency. Then the author puts forward some suggestions and countermeasures on Chinese governmental management.
