Global Cyber Governance in the Context of COVID-19: Opportunities and Challenges

Although the outbreak of COVID-19 has a profound impact on global public health,it has also provided opportunities for the development of global governance in cyberspace.With more international cooperation on pandemic response and global cyber governance,certain cyber governance issues have become more prominent.The pace of people’s exploration and adaptation of emerging technologies has also accelerated.Meanwhile,it should be noted that the global cyber governance during the pandemic also faces many challenges.The fierce competition among cyber powers has gradually dampened the willingness of international cooperation.The complexity of global cyber governance issues such as cybersecurity and de-globalization has continued to increase.Yet,the global cyber governance mechanisms have not been fully utilized,and have been apparently slow in embracing new technologies.The opportunities and challenges that COVID-19 brings will point to the direction in which the international community and China can better advance global cyber governance.
