新冠疫情下网络空间全球治理的机遇与挑战

摘    要:新冠疫情暴发对全球公共卫生事业造成历史性打击,但也为网络空间全球治理的发展提供了机遇。国际合作在应对疫情和促进网络空间全球治理中的作用推动了新治理需求,疫情相关的问题涌现突出了网络空间治理议题的新重点。同时,人们探索和适应新兴技术的步伐也得到加快,新技术将成为重要治理手段。但疫情之下的网络空间全球治理仍面临诸多挑战。网络空间大国的激烈博弈使国际合作意愿不断受挫,网络安全、逆全球化等网络空间全球治理议题的复杂性不断加强,而网络空间全球治理机制的效用却未能充分发挥,并且在新技术部署等方面,网络空间全球治理机制显露出明显的滞后性。新冠疫情对网络空间全球治理带来的机遇与挑战,将为国际社会与我国更好推进这一议程提供可探讨的方向。

Abstract:Although the outbreak of COVID-19 has a profound impact on global public health,it has also provided opportunities for the development of global governance in cyberspace.With more international cooperation on pandemic response and global cyber governance,certain cyber governance issues have become more prominent.The pace of people’s exploration and adaptation of emerging technologies has also accelerated.Meanwhile,it should be noted that the global cyber governance during the pandemic also faces many challenges.The fierce competition among cyber powers has gradually dampened the willingness of international cooperation.The complexity of global cyber governance issues such as cybersecurity and de-globalization has continued to increase.Yet,the global cyber governance mechanisms have not been fully utilized,and have been apparently slow in embracing new technologies.The opportunities and challenges that COVID-19 brings will point to the direction in which the international community and China can better advance global cyber governance.
