社区文化:社区矫正的门槛与酵母

犯罪引发于文化冲突,终结于文化调适。社区文化既是实施社区矫正的门槛,又是促使犯罪人由犯罪人格向社会人格回归的酵母。社区矫正应从文化接纳入手,加强宣传和引导,促进人们树立“以人为本”的刑罚理念,加强相应的组织文化和制度文化建设,提倡人文关怀,为服刑人员设计共性与个性相兼顾的行为规范,整合构建开放、和谐、互动的动态文化环境,促进社区矫正工作的顺利、有效开展。

Communal Culture:the Threshold and Yeast of Communal Correction

Criminals are born in cultural conflicts and disappear through cultural adaptation.Communal culture is not only a threshold of communal correction,but also a kind of yeast prompting the criminals to convert from criminal personality to social personality.Communal correction should begin with culture adoption,and then strengthen propagation and guidance,promote the humanist penalty concept,enhance the construction of organizational and system culture,advocate humanist care,design behavior norms for criminals that take into account both the commonality and individuality,and finally create an open,harmonious,active and dynamic cultural environment to make sure of smooth and effective communal correction.
