试论地方政府能力的内涵、结构及其特征

一个政府想要有效地履行自己的职责,不仅要有＂德＂,更要有＂才＂,这种＂才＂就是政府能力。在政府失灵的困扰下,政府能力问题在20世纪后期受到世界各国的普遍关注,它是指政府在管理自身和治理社会的过程中所体现出来的能力和力量。对这一话题,我国学者已经进行了较多的研究,但仍有不少的空白。地方政府能力研究是政府能力研究的重要内容,本文在梳理学者们关于政府能力研究成果的基础上,对地方政府能力的内涵、结构和特征进行专门的探讨,以期为地方政府能力的研究、评估和提升奠定一定的理论基础。
