As far as the large number of parties are concerned,the alteration of negotiable instrument forms may correspondingly bring about some influences to them in terms of the responsibility and rights arising out of the instrument,leading to some losses concerning the related parties,endangering the security of the instrument circulation,and disturbing the financial management order of the country.To restrain this kind of illegal activity,it is imperative to adopt legal measures to prevent and fight against it.This article makes an exploration into the legal responsibility involved in the alteration of billforms,and puts forward some personal proposals on the improvement and shortcomings in the existing laws in this regard,that is,to clarify the evidential burden concerning the alteration of bill forms at the level of legislation.
