环太湖地区村级集体经济发展壮大研究

随着经济社会的发展，村级集体经济的内涵和外延都发生了深刻的变化。农村税费改革后，村级集体经济在农村经济中地位突显，在提供公共物品、保障基层组织正常运转等方面发挥着重要作用。目前环太湖地区关于农村集体经济发展还存在重视不够，主体意识不强，增收渠道萎缩，经济要素制约严重等问题，没有发挥出其在农村改革发展中应有的作用，对此，一方面应盘活自身存量，优化资源配置，拓展村级集体经济发展途径；另外应加大财政支持力度，强化发展动力；突破要素制约，夯实基础，科学创新农村村级集体经济的自我发展途径。

A Research on Village Collective Economic Development and Growth in the Area around Taihu Lake

With the development of economy and society,the connotation and extension of village collective econo-my have undergone profound changes.Especially after the reform of rural taxes and fees,the status of village col-lective economy in rural China has become increasingly prominent,and it plays an important role in safeguarding the normal operation of rural grassroots-organizations and in the provision of public goods.However,contrary to the pillar role it should have played in the rural reform and development of the area around Taihu Lake,the rural collective economy in the region is facing some problems,such as underestimate of its importance,low awareness of activeness,shrinkage of revenue channels,and seriously unsupportive economic elements.To deal with such unfa-vorable situation,a number of actions should be taken,including：expanding the village collective economy through reactivation of the existing rural economy and optimization of resource-allocation;reinforcing the development mo-mentum through stronger public financial support;reinstating the self-sustained development mode of village col-lective economy through overcoming the economic element limitations,foundation consolidation,and scientific inno-vation.
