摘    要:公务员队伍中聚集了越来越多的社会精英.为有效利用这批人才资源,促进他们在职业上顺畅发展,人事部门需要从制度层面、组织层面和文化层面进行全面而系统地思考,为公务员职业发展开阔通路,打造栽体,浓厚氛围.

Abstract:The contingent of public servants consist of quite a lot of distinguished people.In order to make effective use of these human resources and promote their professional development,the personnel department needs to explore a better mechanism for the professional development of public servants from the following three aspects:(1)perfecting systems;(2)improving organizations;and(3)developing administrative culture.
