| 摘 要： | 政府的首要职能是决策。基层政府的公共决策由于具有服从性与执行性、权力有限性、区域有限性和直接服务性等特点,其决策的伦理向度直接影响着公共管理的效能。因此,分析基层政府公共决策的伦理价值以及制度设计就显得十分必要。

| Abstract: | The main function of the governments is to make decisions. The public decision-making by the governments at the grass-roots level is complying, enforceable and direct, yet＇ limited in power and implemented in certain regions. The ethic orientation of the decisions has the direct influence on the public management. Therefore, it is of necessity to study the ethic value of the public decision-making by the governments at the grass-roots level and the system designing. |
