社会主义新农村建设理论溯源

对马克思主义城乡经济关系理论的演变进行了回顾与疏理,在此基础上,指出社会主义新农村建设必须高度重视三个方面的政策设计:财政支出持续向农村倾斜,让公共财政的阳光普照农村;通过制度反哺,重构资源分配和利益分享格局;通过推进城市化进程和现代农业、非农产业的发展,以及强化城市在政策包容性和城乡产业一体化方面对农村的责任,解决新农村建设的产业支撑问题和农民就业机会问题。

Theoretical Source of Constructing New Socialist Countryside

The construction of new socialist countryside is a systematic correction to the long-term unjust urban and rural relationship.Based on reviewing and summarizing the theory of Marxist urban and rural economic relationship,a fertile source of Marxism,the paper points out the following 3 aspects in the design of policies for constructing the new socialist countryside:to increase the rural fiscal expenditure and cover countryside with public finance;to reconstruct the rules of resources allocation and benefit shared by feeding impartial systems back to farmers;to solve problems of industry supporting and employment by promoting the urbanization process and improving modern agriculture and other industries;to strengthen the responsibility of cities in inclusive culture and urban and rural integrated industry.
