| 摘 要： | 根据<司法公报>和民国龙泉地方法院档案揭示了南京国民政府前期基层法官薪酬菲薄的现象,认为由此引起的负面影响是基层司法官员总体素质较低和审判独立成为具文,造成这种局面的根本原因是当时政治体制导致的公共财政体系不完备.
