| 摘 要： | 笔者近几年对资源枯竭地区,特别是资源枯竭民族地区生存和发展问题有所关注,其中包括内蒙古自治区包头市石拐区。我们的研究表明:不同行业、不同地区产业升级的路径有不同选择,其中,发展循环经济是一种非常有效的途径。不同行业、不同地区、不同层次的企业组织发展循环经济不需要也不可能有固定的模式,因地制宜建设不同层次的循环,各种循环的有机整合就是一个园区乃至一个地区产业升级的发展道路。基础相对落后的地区更是如此。
