| 摘 要： | 单位制的设置模式和准政权性质的职能是社会经济转型中基层党组织面临困境的根源.继续强化传统的组织设置和职能定位来加强党的基层组织建设很难取得成效.必须适应社会变迁和民主政治的发展,优化基层党组织的设置并创新其职能.在设置方面,应当按属地化原则整合基层党建资源,逐步形成社区-选区制的设置模式.在职能方面,应回归基层党组织联系政党与民众的初始定位,突出其联系、服务群众和推动有序政治参与的职能.
