| 摘 要： | 行政调查制度研究在我国不够系统和规范,特别是在行政调查的内涵和性质方面,学者间存在较大争议。不同的行政调查理论对行政调查的内涵、边界及法律规制的界定有很大差异。行政调查是行政程序中的一般性制度,并对行政调查的边界及法律规制进行了相应的研究。

| Abstract: | Great controversy exists in the study of administrative investigation in terms of its connotations and character,and this controversy causes great disorder in the implementation of the investigation work.The author holds that administrative investigation is part of the routine work in administrative procedure. |
