摘    要:河南省是我国最早开展社会体育指导员(国家职业标准)资格认定的两省市之一(另一个是天津市),通过两年的运作积累了经验教训。调研发现通过资格认定的社会体育指导员队伍构成、生存环境等得到较大改善,制约社会体育指导员发展的主要因素是没有设立专职社会体育指导员岗位、管理重叠、"重硬轻软"和宣传监管不力等。针对存在的问题提出了诸条建议。

Abstract:Henan Province is the first two provinces(Henan province and Tianjin) that have launched qualification identifying for social sports instructors(State Occupational Standard) in China and has accumulated much experience after two years' operation.This survey shows that the construction and living circumstances of social sports instructors who have had their qualification identified have been improved.The main factors restricting the development of social sports instructors(State Occupational Standard) are that there are no established special positions for social sports instructors,the administration is overlapped and the propaganda is inefficient.The paper then puts forward some suggestions for reference.
